DCN partners French defence procurement agency and Navy for first

In late September 2006, the French defence procurement agency (DGA), the Joint Staff of the French armed forces (EMA) and the DCN industrial group conducted the first experiment at the French defence ministry's Laboratoire Technico-Opérationnel (LTO battlelab).

Dubbed XP-RIENCE 06, the experiment focused on the tactical datalinks chosen by the DGA and joint chiefs of staff following the Trident d'Or 01 and 05 exercises. It was based on an air/maritime scenario representative of future allied operations and set in the Western Mediterranean.

The experiments are intended to prepare for the conditions in which forces will deployed on a broad range of joint and allied mission types in the future. They focus in particular on the information chains that chiefs of staff will use to command forces and conduct operations in the theatre.

The XP-RIENCE 06 experiment was the first practical application of the LTO methodology of networking in a collaborative environment with the DGA and chiefs of staff to prepare the systems of the future. The LTO concept hinges on close involvement of industry partners so their capabilities can be assessed by users and improved in an environment that represents real-life conditions as closely as possible.

Operational users take part in test scenarios involving a combination of surface combatants, aircraft and other representative platforms. The simulation facilities are located at various sites operated by the DGA (including the Istres flight test centre), the armed forces (home bases of participating users) and DCN. All these sites were interconnected for XP-RIENCE 06.

Drawing on its experience in combat system integration, DCN contributed to XP-RIENCE 06 experiment by deploying its Solaris battlelab and associated toolset, as well as its new Links range of tactical datalink products. DCN also demonstrated new functions, including reporting of the local situation to senior command levels (reachback concept) and automated administration and surveillance of communication networks (Mico command cell).

XP-RIENCE 06 was an opportunity to verify the quality and relevance of the situations generated for the different levels of command and units of action. It also underscored the benefits of this type of facility for future operational planning and training.

By networking its simulation facilities with those operated by the DGA and French Navy, DCN has again demonstrated its commitment to support the joint and allied operations of the future. The success of this first experiment points to a promising future for the Laboratoire Technico-Opérationnel set up by the DGA.
