MOD AWARDS £207 MILLION VC10 CONTRACT TO BAE SYSTEMS

BAE Systems has been awarded a £207 million maintenance contract which will guarantee availability of the VC10 fleet to the Royal Air Force until the beginning of the next decade.

The current fleet of 19 VC10 aircraft operates out of RAF Brize Norton, Oxfordshire. The role of the VC10 fleet is to provide the RAF with an in-flight air refuelling capability and a cargo and passenger-carrying service. The RAF brought its first VC10s into service in 1966 and is the only operator of the VC10 aircraft in the world.
The signing of the contract marks the culmination of two years' work between the Defence Logistics Organisation's Equipment Support (Air)'s Air Refuelling and Communications Fleets Integrated Project Team (IPT), BAE Systems Customers Solutions and Support and the Defence Aviation Repair Agency (DARA).

Under the incentivised contract, to be known as JAVELIN (Joint Approach to VC10 Engineering and Logistics Integration), BAE Systems will assume overall responsibility for an integrated approach to providing guaranteed levels of VC10 availability through spares-inclusive maintenance.

BAE Systems will provide engineering support and ensure an agreed level of airframe components are available to support the RAF's first and second-line maintenance of the VC10 fleet. BAE Systems has executed simultaneous sub-contracts with DARA to carry out major maintenance. The JAVELIN contract is through-life and has a firm-price, incentivised, performance-based arrangement with gainshare opportunities.

The JAVELIN Integrated Support Contract will run for some eight years. The work will sustain jobs at BAE Systems Chadderton, Manchester and DARA St Athan in South Wales.
Group Captain Graham Evans, the Air Refuelling and Communications Fleets IPT leader, based with Equipment Support (Air) at Wyton, Huntingdon, Cambridgeshire, said: "This payment-by-results contract is a significant step forward in the advancement of support provision. Not only does it achieve the significant cost savings in VC10 support we were striving for, but it also provides BAE Systems and its sub-contractor DARA with a long-term order book.

"BAE Systems has already begun to deliver contracts of a similar nature in support of the RAF's Nimrod fleet and we are in no doubt that JAVELIN will provide an excellent deal for both the MOD and the tax-payer. The company's excellent track records on these contracts has given us the confidence to include spares and repairs in one all-embracing output contract.

Steve Millward, director tanking, transport & reconnaissance operations at BAE Systems said: "Project Javelin will provide the customer with the service level and capabilities required at reduced cost. It represents the culmination of over two years of all partners working together effectively, led by the DLO. I am delighted that the DLO is entrusting us with the responsibility for delivering this vital programme.

DARA's Deputy chief executive/commercial director, Ron Jones, said: "This event marks the beginning of a major opportunity for three partners to capitalise on their excellent working relationships and deliver lean and effective support to the front line.
